最早修这条圣马科山口路的就是华工。工程师在设计好的路上插上木条,两队华工从这路两端开始修。【1】
华人开始来这个地区劳工种植葡萄橘子和蔬菜。该地区著名农场主Hollister家农场雇佣了许多华工。国会讨论《排华法案》时,Hollister出席听证会,赞扬华工。
首先发起修这条路的是6位医生和律师。他们雇佣了华工把原来的Fremont 路加宽.【2】
修这条路的时洛杉矶一家公司(Flint, Bixby and Company),这家公司拥有大片土地 也急需打通从洛杉矶通向北方的这个山口。
1868-1869年间华工们铺平了Santa Ynez Turnpike Road,现在的名字是Stagecoach Road on Highway 154。当时只有手工工具。有一段路叫“滑溜石”全都是砂岩,华工只好路面上打出横向的
沟槽防止车轮打滑。至今,在步道上还能看见这些横槽。【3】
这段“滑溜石”目前是私人土地无法进去。4英寸深的轮槽让马车金属轮子走,轮槽已经被磨14英寸深了。这一段路约1500英尺长。【4】

从1861到1901年,圣巴巴拉一直依靠这条路通向北方。
华工的宿舍就在冷泉(Cold Spring)地区,紧挨着今天的“冷泉酒馆”(Cold Spring Tavern)。
